Em Porto Alegre há um terreno que ocupa praticamente um quarteirão (10.900 m2) no ponto de transição entre a parte histórica da cidade e o bairro Cidade Baixa, uma das primeiras áreas de expansão, que é uma verdadeira ferida aos olhos de quem pensa que a cidade é o suporte físico da vida dos seus habitantes e que, por isso, deve ser continuamente melhorada e aperfeiçoada.
In Porto Alegre there is an important site that occupies practically one block (10,900 m2) at the transition point between the historic part of the city and the Cidade Baixa neighborhood, one of the first areas of expansion, which is a real wound in the eyes of those who think that the city is the physical support of the life of its inhabitants and, therefore, it must be continuously improved.
Essa área é completamente asfaltada e não oferece nenhuma proteção significativa contra o sol que é intenso de setembro a abril. Sob qualquer aspecto que seja considerado, o chamado Largo Zumbi dos Palmares é um espaço completamente inadequado para a maioria dos eventos que ocasionalmente ocorrem lá: shows musicais, comícios, feiras de todos os tipos, etc. No entanto, a administração municipal não parece se preocupar com as condições do lugar e não propõe nada para melhorá-lo. Em qualquer cidade civilizada já teria havido algum concurso para urbanizar o local e a obra teria sido realizada há muito. A própria população não se mobiliza para reivindicar essa urbanização, talvez por saber que será inútil. Aliás, esse tipo de reivindicação, por melhoria do urbanismo, nunca foi vista em Porto Alegre.
This area is completely paved and offers no significant protection against the sun, which is intense from September to April. In any aspect that is considered, the so-called Largo Zumbi dos Palmares is a completely inappropriate space for most of the events that occasionally take place there: musical shows, rallies, fairs of all kinds, etc. However, the municipal administration does not seem to care about the conditions of the place and does not propose anything to improve it. In any civilized city there would have already been some competition to urbanize the place and the work would have been done long ago. The population itself does not mobilize to claim this urbanization, perhaps because it knows that it will be useless. In fact, this type of claim, for improving urbanism, was never seen in Porto Alegre.
O projeto que apresento aqui pretende mostrar que é possível fazer melhor. Num momento em que a cultura em geral e a ciência estão sob ataque de quem deveria fomentá-las, proponho dedicar o espaço a um centro cultural do nível que Porto Alegre merece ter e nunca teve. Uma medida do descaso a que a cultura é submetida é o fato de que há décadas não se constrói uma biblioteca pública nesta cidade! Esse novo centro de cultura manteria o nome do lugar e incluiria a cultura afro-brasileira no seu escopo, deixando de fazer um aceno apenas nominal a essa parte importante da população brasileira.
The project I present here aims to show that it is possible to do better. At a time when culture in general and science are under attack by those who should promote them, I propose to dedicate the space to a cultural center of a level of excellence that Porto Alegre deserves to have and never had. One measure of the neglect to which culture is subjected here is the fact that a public library has not been built in this city for decades! This new center of culture would retain the name the place has today and would include Afro-Brazilian culture in its scope, in a way that would be more effective than the superficial attention successive administrations have dedicated to this important part of the Brazilian population.
Desse modo, o Centro de Cultura Zumbi dos Palmares seria composto por uma biblioteca pública (disposta paralelamente à rua José do Patrocínio), um edifício que abrigaria um teatro, uma escola de música e uma escola de dança (o edifício maior), uma escola de artes (junto aos edifícios remanescentes no quarteirão), um bloco baixo com lojas populares (contra o muro de divisa dos mesmos edifícios) e uma torre na esquina da rua João Alfredo (projeto adaptado de uma torre maior, obra do arquiteto Helio Piñón) que abrigaria as Secretarias de Cultura do município e do estado.
Thus the Zumbi dos Palmares Culture Center would consist of a public library (located parallel to Rua José do Patrocínio), a building that would house a theater, a music school and a dance school (the largest building), a school of arts (next to the remaining buildings on the block), a low block with popular stores (against the boundary wall of the same buildings) and a tower on the corner of Rua João Alfredo (project adapted from a larger tower, by Spanish architect Helio Piñón) which would house the Municipal and State Secretaries of Culture.

ENTRADA TRASEIRA/BACK ENTRANCE
Fundamentalmente, o projeto pretende se manter fiel à premissa de que o primeiro compromisso da arquitetura é com a cidade. A distribuição dos edifícios leva em conta muitos fatores, sendo os mais importantes a relação com a forma do terreno, com o entorno edificado e o compromisso com a criação de espaços abertos definidos pelos próprios edifícios. Sendo assim, o centro gravitacional do conjunto é uma praça quadrada (35x35m) localizada entre o Teatro e a Escola de Artes. Há uma segunda praça, mais informal, entre o Teatro e a Biblioteca, onde também há um playground, visando suprir a carência desse tipo de equipamento no bairro.
Fundamentally, the project intends to remain faithful to the premise that architecture's first commitment is to the city. The distribution of buildings takes into account many factors, the most important of which are the relationship with the shape of the site, the surroundings and the commitment to the creation of open spaces defined by the buildings themselves. Therefore, the gravitational center of the group is a square public space (35x35m) located between the Theater and the School of Arts. There is a second, more informal square, between the Theater and the Library, where there is also a playground, aiming to supply the lack of this type of equipment in the neighborhood.
Da situação atual, em que não há nada de vegetação, passaríamos para uma em que 21% do terreno é coberto por áreas verdes ou areião, incluindo árvores de médio e grande porte para garantir sombreamento. A maior parte dessa vegetação se encontra do lado mais próximo à av. Loureiro da Silva, por onde se dão as conexões a pé entre os vários edifícios.
Para melhor integração com a vizinhança e maior apoio aos programas propostos, há três áreas em que haveria a presença de espaços comerciais: ao longo do acesso desde a rua João Alfredo e na planta térrea do Teatro, nos lados voltados para a praça menor e para a Travessa do Carmo. Dois blocos baixos, agregados ao Teatro e relacionados em diagonal, seriam obrigatoriamente bares/cafeterias, servindo como apoio aos edifícios adjacentes e como atração para os moradores vizinhos.
From the current situation, in which there is virtually no vegetation, we would move to one in which 21% of the site is covered by green areas or gravel, including medium and large trees to ensure shade. Most of this vegetation is on the side closest to Av. Loureiro da Silva, through which connections on foot would be made between the various buildings. For better integration with the neighborhood and greater support for the proposed programs, there are three areas dedicated to commercial spaces: along the access from Rua João Alfredo and on the ground floor of the Theater, on the sides facing the smaller square and Travessa do Carmo. Two low blocks, added to the Theater and related diagonally, would necessarily be bars / cafeterias, serving as support for the adjacent buildings and as an attraction for neighboring residents.

No quarteirão como um todo foram dispostos bancos e lixeiras, procurando tornar o local uma espécie de estar a céu aberto para os moradores do bairro e os frequentadores dos quatro edifícios. Os postes de iluminação estão dispostos de modo que não ignora o seu papel formal em qualquer projeto paisagístico.
In the block as a whole, benches and garbage cans would be set up, trying to make the place a kind of open air living room for the residents of the neighborhood and the users of the four buildings. Lampposts are arranged in such a way that they do not ignore the formal role they should have in any coherent landscape project.
Parte do subsolo abriga um estacionamento público com acesso e saída pela rua João Alfredo, o que leva em conta não apenas que haveriam períodos de grande afluxo de público ao local, mas também a possibilidade de criar uma alternativa de estacionamento mais barato para quem se dirige ao centro histórico.
Part of the basement houses a public parking with access and exit on Rua João Alfredo, which takes into account not only that there would be periods of great influx of public to the area, but also the possibility of creating a cheaper parking alternative for those who are going to the historic center.
Um programa de construção pública como o aqui proposto provavelmente seria o causador de muitas mudanças positivas no bairro, além de concorrer decisivamente para o aumento da auto-estima dos residentes de toda a cidade.
A public equipment like the one proposed here would probably be the cause of many positive changes in the neighborhood, in addition to contributing decisively to increasing the self-esteem of residents across the city, unaccustomed as they are to similar initiatives coming from the city administration.
